Bidding and Solicitations

The UMC Purchasing Department has the responsibility of making the best-value acquisition of quality goods and services. UMC Purchasing will arrange for the publication of all required notices.

Formal Competitive Solicitations:

UMC utilizes the Cobblestone Contract Insight and Solicitation Sourcing Gateway for posting and administration of sourcing events. Vendors wishing to utilize the UMC Solicitation Sourcing Gateway for solicitation submissions must register using the online application no less than 5 business days prior to proposal deadline.

Additionally, UMC utilizes the Lubbock Avalanche Journal for posting all sourcing requests.

Informal Solicitations:

  • Sales calls, product introduction, and any vendor visit that pertains to soliciting new products, equipment or services requires an appointment scheduled at least 24 hours in advance.
  • “Cold calls” are not allowed.
  • Vendors are required to notify the Purchasing Department of all projects and requests concerning any UMC departments. Compliance with this requirement is mandatory to keep vendor in good standing status.
  • UMC will organize all financial impact analysis for new products prior to purchase agreement.
  • Educational or in-service programs being presented or supported by vendor representatives must have the prior approval of the department sponsoring the presentation, be scheduled with nursing education (when appropriate), and are subject to the same requirements as all other appointments.
